Just an update on loud noise - Security will no longer do anything about it unless they can hear the noise when they stand outside the guilty party's apartment. So if you are trying to sleep in your bedroom from 12am - 3am and you can hear and feel your upstairs neighbor's amazing surround sound system try to enjoy it instead of calling security. That's 1 point for the tenants enjoying the beautiful hardwood floors and a -10 points for the tenants living below them actually following Parkchester's carpet/rug policy.

And if your carpet is making you sick, just change the carpet! or clean it up! if you don't regularly clean/vacuum your carpet, all the germs, dust, garbage, etc stay that then brings up more germs, allergens, etc. If you keep it regularly cleaned and vacuumed, allergens, etc cannot live.
don't use your inability to keep your carpet cleaned and your environment clean and healthy as an excuse to ruin the lives and peace of your neighbors. perhaps if you tell your neighbors your problem, they may even help you instead of simply passing the buck. it's just not fair!

Apartment living is noisy, can't be avoided. People have to walk around, kids have to play, talk, etc. If you need to be in such a quiet environment then you should not be living in an apartment building. Maybe you need to go outside in the fresh air a little more or find something else to keep you busy besides minding your neighbors business.
Your remark to the person with the asthma who had to take up their carpet was just stupid. People with asthma should not have carpeting, and it doesn't matter how much you vacuum or clean it up, allergens etc. DO LIVE even in the cleanest carpets. You just don't know what you're talking about.

Some people really do have to pull up their carpet, regardles of how much they clean and shampoo their carpet. Carpets are just not good for people who have certain severe allergies or Asthma.
You should not assume that a person does not clean their carpet, nor should you take it as a person slight against you.

I had the same exact problem. I live on the main floor but they insisted I get carpet anyway. Meanwhile the person upstairs is stomping through the house, moving furniture and doing whatever else to make noise. They even had a party one New Year's Eve, they did the Salsa, Meringue, Electric Slide and every other dance you can think of. I was miserable until about 3 am.
The truth of the matter is that Management does not care, especially if you live in Parkchester North.

I've been using a small air purifier for years and it really helps to block out noises from other apartments enabling a better night's sleep. Holmes and Honeywell both make a model that costs between $28 and $38. The replacement filter is expensive, about $15 to $20, but you can vacuum the filter to get much more life out of it. I don't use the ionizer feature on the unit because it seems to deposit more dust on surfaces.

And if you are indeed my neighbor, and you tell me your problem, I'll be happy to help you. At one point, I actually told the administration, I am prepared to share the cost of the carpet of my neighbor if only to get peace and quiet at all times.
that's what good neighbors are like - helping each other. you just don't say "I'm doing it for myself", so live with it! You sound like Bush - I want to get all the oil and become super rich, so I don't care if Americans die and billions of American money spent! I have the power so I am using it! by ignoring the needs of your neighbor and only think of yourself, you are essentially saying the same thing.
