I also put copies of all the letters I sent and times of calls I made to Parkchester to my will and other documents with a specific note to my executor to seek redress in the event something untoward happened because of their continued inaction and irresponsibility. But I will not move! I spent significant amount of money, time and effort to be here, hoping this will be my last. And I sincerely believe I deserve the same peace, tranquility and sense of security as everyone has.
Concerning that Obama comment -- WinkWinkWinkWinkWink LOL. It seems you are going through a lot for peace of mind. I Hope everything works out for you. By the way are you on the South or North side. I ask because if you live on the North side maybe you could work out a deal where you rollover your residency to a similar apartment on the South side. I don't know if this could be done. But who knows.Not to say the South side is the greatest (we have some issues here too) but it's reputed to be better than the North side and I think I agree with this assessment.

thank you for your kind words, and thanks to all the others who expressed understanding and compassion. I wish i can say the same thing to that person who said "you sound like a baby". You're right; that person must be a perpetrator of the same thing and cannot be bothered to care for his/her neighbors.
One thing I learned after several months dealing with Parkchester Management - they are totally useless, unprofessional and don't deserve the money they make, unless they are paid in pennies! I completely sympathize with your problem.  According to records kept at 311, noise is one of the top complaints across the city.
 
Our next door neighbor falls asleep with the TV blaring night after night.  It is impossible for my daughter to study or sleep.  We finally resorted to buying her ear plugs, an expensive, and not very satifsfactory solution.
 
A new neighbor moved upstairs and almost drove us insane with loud music.  We called security, but they did not respond promptly.  Finally, my son went upstairs and talked to the neighbor.  My husband and I thought this was unwise, and strongly objected.  But lo and behold, our neighbor felt terrible.  She immediately turned down the volume and there has been no problem since.

hello there. here is what you should do:
 
1- get you other adjacent neighbor on the same floor to sign your petition and forward it to the management certified.
2- file a 311 complaint.
3- call new york housing authority for a consultation. you may need to sue your neighbor or parkchester north. see what they tell you.

I have the same problem with the noisy upstears neighbor. She has the son of age 12 and he is constantly running in the appartment, playing ball and a small one of 3 years playing sprotscars on the floor without any carpet.  People who doesn't face this, doesn't know what is like, so you will find all these funny comments and will be call the names, as they can not relate to you.

My personal communication has a success little to none. I called the security and they told me that i have to call them every time there is a constant sound or a loud music.   This is helps.  So this is my advise to you: call the security and complain every time you uncomfortable, it will take some time, but the issue will gets fixed.  Good luck.

I'd have to say that there are some people that are more sensitive to noise than others. I have the recommended amount of carpeting in my apt, not fully carpeted, but was told what to put down. I never walk in heals on the wood floors and I make sure to always have slippers on so that it doesn't sound like I'm walking hard.

Occasionally I drop something here and there, but that's living. On the first day that I moved in and while I was moving the neighbor downstairs started banging on the ceiling, it was about 5pm on a weekend... while I cleaned my new apt he occasionally banged on the ceiling... over a year has passed and he still bangs on the ceiling. I could be sitting down watching tv and he bangs on the ceiling. Once he attempted to come up to complain to me and I in turn told him that I don't think I'm that difficult of a neighbor, I understand and respect that there are ppl living beneath me but he's a pain in my azz. He went at far as to tell me that he knows when I take showers because he hears me turn the shower on! (I flipped out on him needless to say)

Now, the ppl above me make noise, not a lot, but enough... there have been times that I hear them vacuuming past 11pm at night but it sounds so faint that I don't bother banging. In all the time I’ve lived here, not once have I banged and I’ve had to deal with parties, running, heals, etc. And yet, I don't feel it's so out of control that it disturbs me to no end.

I agree that we have to understand that there is noise in daily living and we should all be considerate of the other neighbor who may not have the same working hours as we do. I think things should tone down on a weekday after 10pm. But that's my rule and I can't enforce it on anyone else.

I guess there is always a certain amount of give and take when you're living in an apt??? Maybe PPM can change you to another unit???
