How do you tell someone they sound like a baby for complaining about annoying neighbors? You don't think people should be able to come home from a hard days work and enjoy peace and quiet and not hear the rumbles of someone else in their apartment?

Telling or recommending that everyone install carpet to dampen noise is bullsh** because noise shouldn't be such an issue even without carpet installed.
Did parkchester condominium builders skimp on materials and/or workmanship ????????????

Not necessarily. Who wants to deal with noise, especially during hours that calls for most decent tenants to tone it down.
But noise issues shouldn't come as a surprise if you choose to live in housing apartments as opposed to a private house.

Unfortunately, no action has yet been done satisfactorily. I've written letters to managers of both PPN and PPM but evidently nothing concrete has been done as I continuously suffer from the noise. I must have a whole box of complaints in the Security's office but the guards told me they can only file reports and issue summons. Evidently, my neighbor cares little about these summons.
To give you an example of my neighbor's character, on the eve of the election, I was bombarded with noises. When i finally confronted him at 12:45 am, he told me his son has no school the following day because of the election so he was letting him play all night!! such honesty! such uncaring attitude to his neighbors!!
a guard told me I should not confront my neighbor because it could lead to something untoward or I could be sued for harassment. After suffering every night, I am the one that will be sued for harassment. but when the village offers little help and my neighbor cares little, what are my options?

I was under the impression that Parkchester acted quickly on issues pertaining to noise. A friend of mine who lives in Parkchester as well - did receive a carpet violation letter due to noise of her walking in heels..There were complaints from the tenant below. I hope your issue has been resolved as it is unfortunate to have to deal with noisy neighbors.

Did Parkchester North call you after receiving your letter? I think only Parkchester North management can do something.
