I agree. I just moved and followed all the requirements including paying Parkchester to install wall-to-wall carpets. Now I have to deal with upstairs neighbor who evidently has no carpeting (at all) and a 9-yr old son. they make noises from morning until 1 am! often I don't have to have my alarm clock because I get awakened in the morning by them. I have to tap at my ceiling several times, particularly after 11 pm. why do they move their furniture so much??!! or drop something? I sent a letter to Parkchester North management but never even got a form letter acknowledging it, never mind addressing my complaint (I sent a certified letter, receipt requested so I am absolutely sure they received it). Menahwile I suffer! To become a quality village, management should enforce its rules equitably to all!
does anybody know who I should complain to to get some action?

The old lady is not senile. It is really bothersome for people living above someone and constantly moving furniture or walking hard on the floor. The reason being is because, you do not have wall to wall carpeting and that is a big problem. I have been living in Parkchester for nearly 9 years and will be moving soon, because of the people who moved above me with a cheap rug that does not cover their apartment too. I lived above someone too. I have wall to wall carpeting out through my entire apartment, and never received any complaints from the people below me. You people are the one who are distrubing other people, because you are not following the rules and regulations. I do not blame her, I would call every time too. You can not complain on her, because you are above her making the noise, and she does not live on your floor or next to you to complain about noise. You do not have any grounds to stand on. Stop being cheap and invest in wall to wall through out your apartment.

I'm sure security is aware that this "old lady" may be senile and therefore would allow you some slack.
What did security tell you once they arrived at your apartment?

try complaining right back to security. especially if you aren't a noisy tenant inside parkchester. i would even think the slightest things might irritate this old lady making her complaints gibberish/unfounded.

AngryI have been complaints from my downstairs neighbor.  She says that we move our furniture alot.  We could be sitting down watching tv and she will bang on the ceiling.  I dont have wall to wall carpeting but have a huge rug covering most of the floor with padding and have sliders on my dinning room chair.  Is there any more I can do to reduce noise and which I dont make? I dont want to get kicked out but this little old lady keeps calling security.
